Saute the celery in butter until soft. Stir in the flour and cook for 1 to to minutes‚ stirring all the time. Gradually add the milk‚ bring to the boil and season to taste. Stir in the egg yolks‚ tomatoes and cheese and mix well. Spread on to a tray or plate and chill for 30 minutes.
Shape the mixture into balls and coat with flour. Brush with egg and toss in breadcrumbs. Deep fry until golden‚ drain well and serve garnished with watercress.
